Chairman Wheeler felt since this is a PRD, the County has a <br />lot more leverage with the developer, and Director Keating agreed <br />but pointed out that usually the specific trade-offs and condi- <br />tions are put on at the conceptual PRD stage which this already <br />went through. <br />Chairman Wheeler believed the bottom of the building is to <br />be used for parking; so, he felt those living in the building <br />would be able to see over a 10' wall. <br />Attorney Bruce Barkett, representing Sea Oaks, advised that <br />the bottom floor parking is actually below the level of the berm, <br />and first floor residents would not be able to see over a 10-15' <br />hedge. <br />Director Keating believed Commissioner Bird brought out some <br />good points that staff would like to have clarification on <br />because those are the issues that have been coming up over and <br />over again at the workshop meetings. First of all, we have a <br />scenic and historic road ordinance here, and the question is what <br />different criteria are you applying to Jungle Trait than any <br />other road. It seems everyone has a different vision of that <br />road in their mind; so, the difficult part is putting that vision <br />into specifics - how high the plantings, how continuous, how <br />opaque? Director Keating also felt that it must be remembered <br />that the decision made here today is probably the one that will <br />carry over into the Management Plan and affect alt the other <br />development that will occur along the Trail. <br />Commissioner Scurlock commented that while he may not be <br />convinced that what is proposed is the best way to handle it, he <br />is convinced that we do have the legal ability to make those <br />requirements. He noted that sometimes as a Commission, it is <br />difficult to get the full picture of what we do when we adopt <br />different ordinances.
