FEB 21 <br />989 <br />BOOK 76 FAGE 166 <br />3. A SENIOR CITIZEN DAY CARE CENTER - This would enable senior <br />citizens who need such care to be in their own community. The <br />Gifford community should be included in plans for future growth. We <br />should plan to build a much needed facility for poor and elderly <br />citizens who are lonely and have transportation or other problems. <br />Since you are asking for approval of the proposed one -cent sales tax, <br />your approval of the above recommendations would encourage more <br />voters to support the tax plan, especially the group of citizens who <br />want to see a better Indian River County for all ages. We trust that <br />you will act on this request in time to let voters know your stand on <br />this matter. <br />Commissioner Scurlock wished to speak to the Branch Health <br />Clinic listed as Item 2. He explained that we originally had <br />planned for our new Health Department Building in the second 5 <br />year phase, but we changed our priorities somewhat after the <br />County Health Director, Dr. Berman, came before us stressing his <br />critical need. We have been forced to rent additional space to <br />address immediate needs and have moved the new Health Department <br />Building to the first 5 year list of projects. Commissioner <br />Scurlock fully agreed it should be a goal of the Commission to <br />put some health facilities out in the community where they are <br />more easily available, and he believed Dr. Berman has every <br />intent of expanding services out into Gifford, Fellsmere and <br />Sebastian. <br />Commissioner Eggert advised that we did look at land in the <br />Gifford community to see if we couldn't put the whole public <br />health building there but we couldn't find sufficient land for <br />the entire facility that met HRS requirements. She confirmed <br />that we are including a Health Building in the first 5 years, and <br />Dr. Berman is continuing putting out his clinics. She did not <br />know that we could guarantee a new building in Gifford, but <br />believed there certainly will be a clinic opened up there in the <br />next 5 years. <br />Commissioner Bird referred to Item 3 - a Senior Citizen Day <br />Care Center. He did not know that we can build a separate <br />building in the Gifford area for this purpose in the first 5 <br />years, but wondered if we can't work with the Council on Aging to <br />see if they might provide some staffing to use the existing <br />6 <br />
