McCAIN <br />PROJECTS ENGINEER,, <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: RIVER EDGE REVERSE OSMOSIS WATER TREATMENT PLANT <br />BACKGROUND: <br />Approximately one year ago, Indian River County acquired the River <br />Edge Subdivision Utility System. To date, we have rebuilt the lift <br />stations associated with the wastewater collection system and <br />completed major maintenance to the wastewater treatment plant, <br />percolation ponds, and substantial upgrades to the building <br />associated with the plant site. The engineering for these <br />activities was accomplished in-house. <br />We retained the firm of Camp, Dresser & McKee, Inc. to do <br />specifications for a deep well and a reverse osmosis plant to serve <br />the subdivision, with the intent of issuing a second authorization <br />for bid evaluation, contract preparation, and construction <br />supervision. The well has been completed and tested. Indian River <br />County has moved a 100,000 gallon ground storage tank to the site to <br />accommodate fire flow. We have also had soil work done under the <br />tank site which indicated necessary earth work to be done to prepare <br />the site; this is being done by Ted Myers Construction and will be <br />complete by the end of February. <br />The first week in March, Allen's Environmental will begin erecting <br />the storage tank. The tank relocation and re -erection was <br />accomplished through a trade of surplus equipment to Allen's <br />Environmental for the work. We have solicited bids for the water <br />plant and have chosen Hydro -Pro of Fort Lauderdale, Florida as low <br />bidder on the plant; award of this contract will soon be coming to <br />the Board. <br />ANALYSIS: <br />The permitting process for this water plant involved the acquisition <br />of three permits: <br />1. Department of Environmental Regulation (DER) Construction <br />Permit. <br />2. National Pollutant Discharge Elimination System (NPDES) <br />Discharge Permit. <br />3. Department of Environmental Regulation (DER) Industrial <br />Waste Discharge Permit. <br />64 <br />
