LoeperL <br />Staff Planner <br />DATE: February 14, 1989 <br />SUBJECT: SHOPCO REQUEST TO AMEND THE COMPREHENSIVE LAND USE PLAN <br />AND REZONE 82 ACRES <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of February 28, 1989. <br />DESCRIPTION AND CONDITIONS: <br />The Shopco Group has submitted a request to amend the <br />Comprehensive Plan and rezone property. The subject property is <br />located at the northeast corner of U.S. Highway #1 and 53rd Street <br />and south of the North Relief Canal. The parcel occupies <br />approximately 82 acres. <br />The request entails changing the existing land use from MD -1, <br />Medium -Density Residential (up to 8 units per acre) to General <br />Commercial Node, and rezoning the property from CL, Limited <br />Commercial; and RM -6, Multi -Family Residential (up to 6 units per <br />acre) to CG, General Commercial District. This request is <br />considered an expansion of the Storm Grove Road and U.S. #1 <br />Commercial Node from 10 acres to 92 acres. <br />The purpose of this request is to secure the necessary land use <br />designation and zoning for a regional shopping center. The <br />applicant is proposing to construct a 747,000 square foot <br />commercial facility as part of a multi -use project that includes <br />64 residential units. The entire project is to be reviewed as a <br />Development of Regional Impact (DRI). Only that portion of the <br />project designated as commercial is covered in this request. <br />The procedures for reviewing Comprehensive Plan Amendments <br />associated with DRI's are the same as those which are normally <br />used; however, these amendments are exempt from the normal <br />amendment submittal timeframe. The concurrent Comprehensive <br />Plan/Rezoning/DRI review process is outlined in attachment 1. <br />The following steps occur upon completion of the DRI review by the <br />regional planning council. The Planning and Zoning Commission as <br />the Local Planning Agency conducts a public hearing to review the <br />request. The Commission has the option to recommend approval or <br />denial of the comprehensive plan amendment request to the Board of <br />County Commissioners. As is normally the case, the Planning and <br />Zoning Commission may approve or deny a rezoning request. In the <br />case of denial, only the land use amendment request goes on to the <br />Board, unless the denial to rezone is appealed. <br />9 <br />FEB 2 8 1989 <br />BOOK .76 F. L 2 <br />
