LIAR 141999 <br />RESOLUTION NO. 89- 29 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />BY ITS BOARD OF COUNTY COMMISSIONERS, TO THE <br />GOVERNOR AND THE LEGISLATURE OF THE STATE OF <br />FLORIDA IN OPPOSITION TO REQUIRED USE OF <br />OPTIONAL ONE -CENT SALES TAX REVENUE FOR SCHOOL <br />BOARD USE. <br />WHEREAS, in the past the Legislature has consistently <br />mandated that counties and cities perform certain critical <br />governmental services and functions and has not provided the <br />means to pay for these services and functions; and <br />WHEREAS, in response to local government complaints <br />about inadequate funding,. the Legislature has enacted <br />§212.055, Florida Statutes, allowing for an optional <br />one -cent sales tax to be used for infrastructure funding <br />only, provided that the tax is approved by a referendum; and <br />WHEREAS, Senator Johnson has proposed that 25% of <br />this sales tax revenue be,g,iven to school boards to be used <br />for their own purposes; and <br />WHEREAS, without belittling the needs of the school <br />boards, it is apparent that cities and counties need the <br />entire one cent of the optional sales tax to begin to fund <br />their critical infrastructure needs, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that <br />Indian River County is opposed to any bill changing the use <br />of the revenue of the optional one -cent sales tax and <br />respectfully requests the Governor and Legislature of the <br />State of Florida to oppose this bill. <br />The resolution was moved for adoption by <br />Commissioner Eggert and the motion was seconded by <br />Commissioner Bowman , and, upon being put to a <br />vote, the vote was as follows: <br />Chairman Gary C.
