ALTERNATIVES AND ANALYSIS: <br />The Indian River County Code, Chapter 4, Article II, Section 4-21, <br />gives the Board of County Commissioners the authority to cause such a <br />building or structure or portion thereof to be demolished, secured, <br />or required to remain vacant. Chapter 4, Article II, Section 4-22 <br />gives the' Board of County Commissioners the authority to remove the <br />structure as stated in 4-21, and cause a lien to be filed of record <br />for the costs of removal against the owner of the building. <br />CONCLUSION AND RECOMMENDATIONS: <br />Staff recommends the Board of County Commissioners declare said <br />structure a nuisance, and order the building to be demolished by the <br />County Road and Bridge Department. <br />After removal, in accordance with referenced Ordinance of Indian <br />River County, staff recommends a lien be filed of record for the <br />costs of removal against the owner or person in charge of said prop- <br />erty. <br />Commissioner Bowman informed the Board that the owner says <br />he doesn't have the $2,500 to go ahead and demolish the building. <br />If we demolish it, however, there will be a lien put on the <br />property that could be an impediment to a potential sale of that <br />property. She, therefore, suggested that we table this matter to <br />a time certain of 30 days from today. <br />Director Rymer commented that she would prefer the Board to <br />go ahead and do whatever is necessary to condemn the structure <br />and then let her staff wait the 30 days before they go in with <br />the county crews. <br />ON MOTION by Commissioner Bowman, SECONDED by Com- <br />missioner Eggert, the Board unanimously declared the <br />said structure a nuisance and ordered the building to <br />be demolished by the County Road and Bridge Department <br />after a period of 30 days from today as recommended by <br />Building Director Rymer and a lien then to be filed for <br />costs of removal. <br />I.
