BOOK 76 FACE 418 <br />MAIN LIBRARY PARKING (ABANDONMENT 22ND ST.) <br />Administrator Chandler informed the Board that this past <br />Sunday, church members voted to join with the County in filing <br />the application for the abandonment. The previous week they <br />voted to lease the lots to us for the parking; so, with a <br />combination of those two, we are ready to move forward. He <br />further reported that we have had meetings with the City staff on <br />these items and do not anticipate any problems at this point. <br />What is needed, if the Commission concurs, is a Motion on the <br />vacation of a portion of 22nd St. so staff can file it. <br />MOTION WAS MADE BY Commissioner Eggert, SECONDED by <br />Commissioner Scurlock, to authorize staff to apply for <br />abandonment of 22nd Street as discussed. <br />Commissioner Bird asked if there are any costs that would be <br />incurred in the abandonment, such as agreeing to relocate <br />utilities, etc. <br />Administrator Chandler explained this would be a portion of <br />the parking lot, and with the abandonment, we pick up an addi- <br />tional 25 spaces that we would not have had. With the lease of <br />the lots and the abandonment, we will get 68 spaces. If 22nd <br />Street were not abandoned, it would be 43 spaces; so, the cost is <br />really for the construction of the parking lot, which is in the <br />budget. That cost is about $95,000. <br />Commissioner Bird asked what kind of assurance we have to <br />give the City that the parking in the church lot will remain <br />available so that we do not become short of parking spaces. <br />Administrator Chandler advised that the lease is not for a <br />specific period of time. If the church cancels within 10 years, <br />they have to repay the county for our expense on the construction <br />of the lot; they could give a 1 year notice of cancellation. The <br />City has indicated that when we submit for site plan approval, we <br />would have to guaranty that if the lease were ever canceled, we <br />26 <br />
