PINTO <br />DIRECTOR OF UTILIT <br />HYDROGEOLOGICAL WORK AT WEST REGIONAL <br />WASTEWATER TREATMENT PLANT <br />JOHN FREDERICK LANG <br />ENVIRONMENTAL SPECIALIST <br />DEPARTMENT OF UTILITY SERVICES <br />BACKGROUND: <br />The Florida Department of Environmental Regulation (FDER) Operating <br />Permit for the West Regional Wastewater Treatment Plant as issued <br />requires that the County perform a hydrogeological analysis of the <br />percolation ponds when the average daily flows exceed 250,000 <br />gallons per day:• This monthly figure was reached in December of <br />1988. A request fdr-proposals went to the short-listed consulting <br />firm of G & E Engineering for hydrogeologic services for the West <br />Regional Effluent Disposal Project and they submitted a proposal for <br />$40,000. We felt that the costs associated with this proposal were <br />too high. We then requested a proposal from Jammal & Associates, <br />Inc., who submitted a proposal for $5,575.00, which is less than the <br />.'-threshold amount for studies as required by the Florida Continuing <br />-_Consultant Negotiating Act. <br />:-.Jammal & Associates, Inc.'s work is highly respected by the FDER, <br />*.:..and they can provide a three-dimensional hydrogeological model of <br />the percolation ponds instead of the two-dimensional models which <br />have been previously provided. This information will aid the County <br />in determining whether there is a basis for a claim on previous <br />reports. <br />Jammal & Associates, Inc.'s proposal does not include regional <br />• geology, well and pollution source inventory, a groundwater <br />monitoring., program, or measurements of permeability within lower <br />transmissive units. This information was previously submitted to <br />obtain the current operating permit. If FDER requests such <br />information, additional testing and reevaluation reports have to be <br />generated at a cost not to exceed $500. <br />ANALYSIS: <br />The pricing proposal of Jammal & Associates, Inc., reflects previous <br />site experience and additional work, if requested by the FDER, would <br />still not bring the price to 20% of the G & E Engineering proposal. <br />RECOMMENDATION: <br />The Department of Utility Services recommends <br />County Commissioners authorize utilizing the <br />Associates, Inc., for services at the West <br />Treatment Plant Percolation Ponds. The cost <br />$6,075.
