Commissioner Bird felt that the answer to that is that there <br />is an element of fairness because the property owners in Grove <br />Isle have some right to use that canal just as much as the <br />property owners in River Shores. He hoped that we could come out <br />of this today with a plan'that would have a minimal negative <br />effect on the River Shores property owners to the north and still <br />allow access by the residents of Grove Isle. <br />Commissioner Scurlock felt that any additional recreational <br />facility of this sort might mitigate the use on other boat ramps <br />in that general location, and Commissioner Bird felt that in a <br />controlled situation such as this is, people have a right to <br />access to the river. One of the reasons people move here is to <br />enjoy the river. <br />Commissioner Scurlock felt strongly that the onus for <br />maintaining the canal in a navigable fashion should be placed on <br />Grove Isle, and Attorney O'Haire advised that wasn't a problem <br />and they would go ahead and attach it as a condition. He pointed <br />out, however, that this canal is a DOT drainage ditch for U.S. #1 <br />and not a Dan Knoebel canal that is going to be left there <br />by itself. <br />Commissioner Scurlock emphasized that the DOT's need is for <br />drainage, not navigation, and that may or may not conflict with <br />getting a boat in or out. <br />Attorney O'Haire responded with "no problem." <br />Lewis Williamson, owner and resident of a condominium in <br />Grove Isle and Vice President of the Grove isle of Vero Beach <br />Condominium Associated, presented a petition signed by 334 <br />residents of Grove Isle requesting the following: <br />19 <br />MAR 2 8 u989 <br />76 <br />BOOK Fri Wil. 459 <br />
