County by increasing property values, adding to the tax base and <br />increasing tax revenues. <br />Mr. Williamson concluded by asking the Board to give <br />favorable approval to the request of 1400 Development <br />Corporation's request for a change of site plan to install a boat <br />dock and ramp. <br />John Orcutt, Jr., owner and resident of a single-family <br />residence in River Shores, advised that he is representing <br />himself and a number of residents of River Shores, who are in <br />opposition to the addition of a boat ramp and parking lot in <br />Grove Isles. He noted that while he is a stockbroker by trade, <br />he has a degree in marine biology and objects to the addition of <br />a parking lot where environmentally sensitive property now <br />exists, plus the dredge and fill activity that would occur in the <br />mitigation of 4 acres. Mr. Orcutt quoted Attorney Michael <br />O'Haire, who represented the developers of the project at the <br />12/1/82 County Commission meeting, as saying that of the 125 <br />acres in the project, about 32 acres in this area were environ- <br />mentally sensitive and would not be developed, and also that the <br />applicants readily agreed not to include the environmentally <br />sensitive area in the rezoning request in order to assure that <br />the area would never be built upon. Mr. Orcutt pointed out that <br />the emphasis in making this original decision was to maintain <br />single family buffer zone, and the residents of River Shores <br />don't feel that a boat ramp and parking lot in their backyards is <br />a buffer zone. Continuing, he noted that Mr. O'Haire had said in <br />that meeting that the developer had recorded a declaration of <br />restriction stating that the north 200 feet may be used for <br />single family only. In reference to the environmentally <br />sensitive land, Attorney O'Haire had stated that it could remain <br />green.
