Loeper <br />Staff Planner <br />DATE: March 28, 1989 <br />SUBJECT: O'Haire request to rezone property from RM -6 to CL. <br />eniL <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of April 11, 1989. <br />DESCRIPTION AND CONDITIONS <br />Michael O'Haire has submitted a request to rezone a parcel of land <br />from RM -6, Multi -Family Residential District (up to 6 units/acre) <br />to CL, Limited Commercial District. The parcel contains 5.78 <br />acres and is located at the southwest corner of the intersection <br />of Highway U.S. 1 and 73rd Street. <br />In January, 1988, the Board of County Commissioners denied a county <br />initiated request to rezone approximately 42.5 acres in the <br />vicinity of the subject parcel from commercial and industrial <br />districts to residential districts. The request was intended to <br />zone these parcels in conformance with the Winter Beach Small Area <br />Plan. The staff was also directed to "revisit" the small area <br />plan. <br />On February 23, 1989, the Planning and Zoning Commission voted 5-0 <br />to recommend approval of this rezoning request. The rezoning <br />application was amended from CH, Heavy Commercial to CL, Limited <br />Commercial with Mr. O'Haire's approval at that time. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a description <br />of the current and future land uses of the site and' surrounding <br />areas, potential impacts on the transportation and utility sys- <br />tems, and any significant adverse impacts on environmental quali- <br />ty. <br />Existing Land Use Pattern <br />The subject property is undeveloped and is currently zoned RM -6. <br />The property to the north, across 73rd Street, is zoned CL, <br />Limited Commercial. This property is vacant except for one parcel <br />which contains a residence. At the northeast corner of US 1 and <br />73rd Street, is a triangular shaped vacant parcel with CL, Limited <br />Commercial zoning. This parcel is part of the US 1 /Hobart Road <br />Commercial Node. Property .to the east is zoned RM -3, Multi -Family <br />17 <br />
