stick specifically with the adoption of the management plan <br />today. <br />Commissioner Scurlock felt the consensus of the Commission <br />is that the realignment language at this point is to be broadened <br />to allow realignment in a broader way with the exception that it <br />would have to maintain the historical integrity of the Trail. He <br />felt that if Mr. McQueen was going to present a lot of detail <br />about realignment, that would be something that would be <br />addressed al a future public hearing and that it would have to <br />meet that criteria. <br />Mr. McQueen recommended a change on page 12 in the fourth <br />item listed under the required criteria for approval of a <br />realignment request: "The new alignment shall be designated as <br />fee simple to the county, and the roadway will be reestablished <br />within this alignment;" He recommended that the dedication not <br />be in fee simple and that it be left as right-of-way and <br />conservation easements, because fee simple would indicate that <br />the county owned that property and could do whatever it wanted to <br />with that property in the future. A right-of-way easement and <br />other conservation easements would certainly preclude the county <br />from putting in a 4 -lane roadway should a future Commission <br />change its position and elect to do that somewhere down the line. <br />Attorney Vitunac advised that the Attorney's Office is happy <br />with it being a conservation easement as opposed to fee simple, <br />as long as it runs in favor of the county and not just the Town <br />of Orchid. <br />Mr. McQueen pointed out that the county -owned property at <br />the old bridgehead is only .14 acres, and he didn't believe it is <br />large enough for parking. The properties around that old <br />bridgehead are owned by Johns Island Corporation. They wish to <br />go on public record as opposing any parking and public access to <br />the river at that point.
