With a concern to keep the protected <br />area as a natural plant and animal habitat, it will be necessary to <br />avoid any lighting directed into or across the protected area. Lighting <br />control will allow Jungle Trail and the protected area to experience <br />the natural range of light from dawn, throughout the day, dusk, to full <br />night. These normal changes of lighting are vital to plantsand animals, <br />as well as the human experience of enjoying the trail in all its natural <br />lighting sequences. <br />Light in the Jungle Trail right-of-way and protected area will be limited <br />to lighting for safety and traffic reasons only, asapproved by the Indian <br />River County Public Works and Planning Departments. Adjacent lighting <br />from the ground, from poles or from buildings directed at, toward, or <br />above the Jungle Trail protected area or right-of-way are strictly prohibited. <br />Adjacent land owners are to direct all lighting away from these areas. <br />" Unlces the Lord build the house they labor in rain that build it." PS127 <br />2223 10th Avenue, Vero Beach, Florida 32960 • (407) 567-4907 <br />Mr. Dean felt to water down the plan would be a mistake and <br />that lowering the opacity to 50% would weaken what is there and <br />is taking away something that cannot be replaced. He pointed out <br />that when you say to move the trees back it will not hide the <br />buildings, but Commissioner Scurlock felt that what we mean is to <br />disperse the trees. <br />Mr. Dean did not envision the Trail to be landscaped or <br />manicured; he felt it should be natural. He did not believe that <br />moving the fences closer to the roadway would be in the best <br />interests of the Trail. Mr. Dean urged the Board to schedule a <br />public hearing soon to discuss opening up the northern section of <br />Jungle Trail along the Windsor Polo Club property. <br />Grover Fletcher, speaking in behalf of the McKee Jungle <br />Gardens Conservation Society, a group of 1200 members, urged the <br />Board to support the Historical Society's conceptual plan.
