APP 11 1989 <br />NM 76 PAGE 587 <br />Tax just voted in will soon provide a constant revenue stream for <br />capital improvements, and the County will no longer need as much <br />"seed" money as before. <br />There had to be an alternative plan of action if the "Optional One <br />Cent Sales Tax" did not pass. <br />ANALYSIS <br />The County Administrator and budget staff have been evaluating <br />possible uses for the cash that would most benefit the residents of <br />Indian River County. After much consideration, the following <br />applications are suggested: <br />For the General Fund: <br />South County Park land purchases <br />South County Park - Begin Construction <br />Computer System for the BCC <br />Seed money for One Cent Sales Tax Projects <br />Hurricane Fund - Reserve <br />Working Capital for General Fund <br />(must keep 60-90 days of working capital <br />because revenues always lag behind expenses) <br />$ 900,000 <br />400,000 <br />350,000 <br />1,500,000 <br />500,000 <br />493.558 $4.143,558 <br />Other Possible General Fund Uses: <br />The excess funds can also be applied to the following: <br />1. Right -of -Way <br />2. Self -Insurance Fund <br />3. Sloan Property - for Mental Health Building <br />4. General Road Construction <br />For the M.S.T.U.: <br />Transfer to Road Construction for <br />road paving, especially petition <br />paving program <br />Increase working capital (Cash Forward) <br />M.S.T.U. <br />RECOMMENDATION <br />MEP <br />$1,500,000 <br />647.455 $2.147.455 <br />Staff suggests that the Board consider applying the excess funds <br />toward the items listed above or other priority areas the Board of <br />County Commissioners deems appropriate. <br />71 <br />
