BROOKS, MANAGER t6 <br />SOLID WASTE DISPOSAL DISTRICT <br />SUBJECT: FLORIDA DEPARTMENT OF ENVIRONMENTAL REGULATION <br />WASTE OIL GRANTS PROGRAM <br />BACKGROUND <br />Section 403.708 (15), Florida Statutes, prohibits the disposal of <br />used oil in a landfill after October 1, 1988. Inasmuch as the Solid <br />Waste Disposal' District is responsible for Solid Waste Management in <br />Indian River County, it is essential that The District provide to <br />the public an acceptable program for the management and recycling of <br />waste oil so as to preclude unauthorized disposal in the landfill or <br />other locations. <br />The Florida Department of Environmental Regulation is providing <br />grant funds to counties for capital expenses and public information <br />programs associated with the establishment of a waste oil recycling <br />program. The Solid Waste Disposal District has applied for a grant <br />and has been authorized a preliminary grant in the amount <br />$21,080.00. <br />Prior to providing final approval of the grant, The Department of <br />Environmental Regulation is requiring that The Board of County <br />Commissioners approve the proposed waste oil collection sites for <br />which the proposed grant funds will be utilized. <br />ANALYSIS <br />A waste oil recycling program is outlined in the attached <br />Resolution. The program will include but not be limited to the <br />specific items indicated in The Resolution. The primary concern of <br />The Department of Environmental Regulation is that the Board be <br />aware of, and approve, the location of the proposed waste oil <br />collection centers at the landfill and the three Solid Waste <br />Collection Centers (Oslo, Fellsmere, and Roseland). <br />RECOMMENDATION <br />Staff recommends that The Board of County Commissioners approve The <br />Resolution and authorize The Solid Waste Disposal District to obtain <br />the grant funds for implementation of a waste oil recycling and <br />educational program that will include construction of waste oil <br />collection centers at the four sites identified in the resolution. <br />8 <br />
