Major Raymond summarized briefly that this process evaluates <br />all your procedures and policies and recommend the policies and <br />procedures you should follow on a long term basis to get the <br />ultimate results out of your department. He felt all will agree <br />that we are very vulnerable in today's world to the likelihood of <br />lawsuits in regard to our policies in hiring, day to day opera- <br />tions, investigation, etc. This procedure takes the best of the <br />best throughout the United States and reduces it to a policy <br />geared for the individual department, and thus we are able to <br />gain from the experience of law enforcement agencies nationally. <br />The Sheriff, therefore, is requesting funds from the Trust Fund <br />to be used for this purpose. <br />Commissioner Eggert commented that she is familiar with an <br />accreditation that was done within the last 5 years in another <br />state, and their cost was considerably higher. She asked if the <br />Sheriff is planning to do a lot of this in-house. <br />Major Raymond confirmed that the majority is done in-house. <br />All your command staff has to make a very definite commitment to <br />spend the time and effort to gather all the material needed to <br />achieve accreditation. If you were to employ individuals to do <br />this, the cost would be much greater. <br />Commissioner Eggert had some problem with so much being done <br />in-house since you are actually evaluating yourself and it may <br />not be done purely objectively. <br />Major Raymond advised that when this started up, there were <br />a lot of private agencies that would come in, do studies, and <br />make recommendations. They were extremely high in cost, and <br />basically you ended up with a criticism report. This particular <br />organization takes a segment of whatever procedure you are <br />looking at - investigation, accounting, etc., and you must set up <br />policies according to their recommendations and meet their <br />criteria in order to gain accreditation.
