construction of the various construction projects; so, they <br />suggested 1.5 million be placed as seed money in our capital <br />projects fund. Second, there was a $900,000 request for the <br />purchase of the South County park site (the Ansin property), <br />which they felt was a very worthwhile activity and again a one- <br />time expense. There is not any development monies there; the <br />limitation was $900,000 towards the purchase. <br />Commissioner Bird inquired if that $900,000 is the payoff on <br />that property, and that was confirmed. <br />Commissioner Scurlock continued to review the priorities <br />listed. He stressed again that these are one-time expenses and <br />actually savings in a sense for the county. Priority 3 is <br />$500,000 working capital, and it was recommended that we maintain <br />that level. Priority 4 takes us to the self-insurance program. <br />We went into self-insurance somewhat this year, and the recommen- <br />dation was to continue to pursue that in a more aggressive way. <br />The recommendation is to put $400,000 towards that pool of funds <br />for any losses that may occur. Commissioner Scurlock continued <br />4 <br />to stress that we do not want to fritter away this money, but <br />want to use these funds ultimately to save the taxpayer. The <br />self- insurance funds stay there, and if they are unused, that <br />fund builds up. He advised that he personally argued strongly <br />against the Hurricane Fund , but staff and the Committee felt if <br />we should have even a minor storm occur, the cleanup costs alone <br />just to pick up the debris would run in the range of half a <br />million. He believed that figure tracks pretty well with the <br />cost the City of Vero Beach incurred for cleanup after the last <br />hurricane. Although he voted against it, the Committee voted to <br />recommend $500,000 for the Hurricane Fund as Priority 5. <br />In regard to Priority 6, which is $343,558 for a Computer <br />System. Commissioner Scurlock explained this was meant to seed <br />away money for Clerk Barton; it is not the Board of County <br />Commission side. He believed Mr. Barton is looking ahead to <br />replacing his IBM 38 with a 400 Computer System that talks to <br />APR 18 1989 <br />39 BOOK 76 [AGE 628 <br />
