indicated that in his long range future, he does foresee <br />replacing the 38 system. Commissioner Scurlock continued that <br />the utilities system has grown significantly, and Utilities is <br />out with a request for proposal to purchase an IBM System 400, <br />but he again pointed out that this is an enterprise fund and if <br />they are going to purchase a computer for their use, it would be <br />an enterprise function. <br />Chairman Wheeler asked if we wouldn't be better off to have <br />the County purchase that computer and then have Utilities lease <br />space on it, and we can derive money back in our General Fund <br />from the Enterprise Fund. <br />Commissioner Scurlock felt it is the matter of the tail <br />wagging the dog. The major user of that particular piece of <br />equipment would be Utilities as opposed to the general county <br />function. <br />Chairman Wheeler agreed with the analogy except that he <br />looked at Utilities as being the tail as they are a department of <br />the Board. <br />Commissioner Scurlock did not look at it that way. He <br />looked at Utilities as the provider of 2.1 million dollars to the <br />General Fund and a separate independent enterprise fund not tax <br />supported. <br />Administrator Chandler confirmed that it has been identified <br />that there are needs for automation in many areas throughout our <br />organization, whether it be Utilities or Public Works, etc. <br />Staff is looking at this from the standpoint that since we have <br />the funding available at this point in time, we could earmark "x" <br />amount for that need and as we get into it deeper, he then could <br />bring back a specific recommendation on it. They basically are <br />looking at utilization of these funds for one-shot type non- <br />recurring expenses. He, therefore, felt it would be appropriate <br />to earmark those funds for the purpose set out, and then if it is <br />determined later we do not want to apply them to that particular <br />use, they could be released for another use.
