result of that is who paid for the computer - Utilities did - and <br />then when it came down to set priorities and we had to get <br />billing out and monitor our system, Utilities wasn't even on the <br />priority list. They totally computerized and streamlined the <br />Clerk's side, and here Utilities is sitting out there having a <br />billing problem. Commissioner Scurlock had some very strong <br />feelings that if you are the guy who is paying the freight, when <br />it comes to setting priorities, the entity that is funding should <br />be fairly high on the list, not last. <br />Chairman Wheeler concurred, but noted that he still looked <br />at Utilities as part of the Board of County Commissioners, and if <br />he were the Clerk, he would be more interested in the Clerk's <br />operation rather than Utilities regardless of who paid for it. <br />However, as a Commissioner, and the Utility Department being one <br />of our many departments, it would get preferential treatment <br />because that is where we derive income from to some degree. <br />Commissioner Scurlock commented that he was not saying <br />preferential treatment. He felt that Chairman Wheeler's analysis <br />actually is absolutely incorrect because the SWDD is not a part <br />of the Board function. It happens to be a special district. <br />Chairman Wheeler pointed out that it still is controlled by <br />this Board, and Commissioner Scurlock agreed but emphasized it is <br />a separate function and a separate entity and has to have a <br />separate meeting; so, legally it is a separate entity. <br />Commissioner Eggert wished to discuss Self Insurance <br />and the Hurricane Fund. If we go completely to self insurance, <br />she wished to know if staff has some feel for what should be in <br />the reserve. <br />Administrator Chandler informed the Board that what we are <br />looking very critically at is whether we should go 100% self <br />insured come October 1st. Ordinarily when you get into a <br />self-insured program, you walk before you run, and the recommen- <br />dations are that you do not go totally base in the first year or <br />two, but continue to carry some excess coverage at least for the <br />43 aOOK 76 F'A[,E 632 <br />8 1989 <br />
