APR 2 1989 <br />BOOK 76 PAGE 704 <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Eggert, the Board unanimously approved <br />the closing of Indian River Drive in Sebastian <br />between Harrison and Davis Streets, from 9:00 A.M. to <br />12:00 P.M. on May 13, 1989, for the purposes of a "Just <br />Say No" Parade, provided that compliance is made with <br />the conditions set out in staff's recommendation. <br />DEVELOPER'S AGREEMENT FOR TURN LANE ALONG BARBER AVENUE (37TH <br />ST.) NEAR INDIAN RIVER MEMORIAL HOSPITAL <br />The Board reviewed the following memo dated 4/17/89: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E. <br />Public Works Director <br />SUBJECT: Developer's Agreement for Turn Lane along <br />Barber Avenue (37th St) near Indian River <br />Memorial Hospital <br />DATE: April 17, 1989 <br />DESCRIPTION AND CONDITIONS <br />Preliminary Plat Approval was issued on Dec. 15, 1988, to Medical <br />Service Center Company (Paul Koehler, Partner) for a Medical <br />Services subdivision which will have a new road connecting to <br />Barber Avenue across from the Indian River Memorial Hospital <br />entrance. A eastbound left turn lane along Barber Avenue is <br />required by the developer as a site related improvement. Since <br />the Hospital entrance will be directly across from the <br />subdivision, the County Public Works Department would recommend <br />that a westbound left turn lane be simultaneously constructed at <br />the Hospital and subdivision location. The cost for both <br />construction and engineering of the lanes could be divided <br />equally between the County and developer. The attached agreement <br />provides for equal funding between the County and developer for <br />the eastbound and westbound turn lanes. <br />ALTERNATIVES AND ANALYSIS <br />The alternatives are to approve the agreement and have the lanes <br />constructed or wait until the Indian River Boulevard Phase III <br />project connects to Barber Avenue and the County perform the work <br />at that time. <br />RECOMMENDATION AND FUNDING <br />Staff recommends approval of the attached agreement and requests <br />authorization for the Chairman's signature. Funding to be from <br />fund #109-199-581-Q99.91 Secondary Road Contingency Fund <br />($477,988 balance). The estimated cost to the County is $20,000, <br />including $165 for engineering. <br />34 <br />
