Commissioner Bird asked the Administrator what kind of time <br />we are anticipating for him to come back with an analysis, and <br />Administrator Chandler felt to study the Clerk's need would take <br />around 30 days, but the overall study would take longer. <br />Commissioner Bird asked Mr. Barton if he could live with the <br />expansion, and Clerk Barton replied that he could live with it, <br />but he preferred to make the change because of the new technology <br />that will be more responsive not only to his needs but to the <br />Board's needs. <br />Considerable discussion ensued. Commissioner Eggert agreed <br />with the concern about getting the most out of the 38, but felt <br />we are only kidding ourselves because it seems the need is here. <br />The Chairman noted that you get so many conflicting stories, <br />and since he is not an expert, he wished to have the analysis. <br />Commissioner Scurlock wished to try a Motion. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, to authorize staff to work with <br />Clerk Barton to come up with an answer to his particular <br />dilemma, but since we are past the middle of the budget, <br />he would like to see any program implemented in the next <br />budget year, including Utilities. <br />Commissioner Bird agreed with the Motion except that we <br />already have the money budgeted for the computer for Utilities in <br />this year. <br />Administrator Chandler believed that is only the software. <br />Director Pinto stated that is not correct. It is budgeted <br />for hardware and software, and the reason they budgeted it is <br />because there are certain things the 38 and 400 won't do and <br />shouldn't do; they are engineering type things. He noted they <br />are not worried about whether the Clerk has room on the 38.
