BOOK F A R- 61 <br />--0 <br />TO: James Chandler <br />County Administrator <br />FROM: Doug Wright, Director <br />Emergency Management Services <br />DATE: April 26, 1989 <br />SUBJECT: AMENDMENT OF INDIAN RIVER SHORES CERTIFICATE OF <br />PUBLIC CONVENIENCE AND NECESSITY FOR EMS ALS SERVICE <br />AUTHORIZING AN INTERNAL CERTIFICATE UNDER THE COUNTY <br />ADVANCED LIFE SUPPORT LICENSE <br />REFERENCE: Indian River County Ordinance 87-66, as amended and <br />Chapter 401, Florida Statues <br />It is respectfully requested that the information contained <br />herein be given formal consideration by the Board of County <br />Commissioners at the next regular scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />On May 24, 1988, the Indian River County Board of County <br />Commissioners approved a Certificate of Public Convenience and <br />Necessity for the Town of Indian River Shores to provide EMS <br />emergency service at the Basic Life Support level. <br />On December 20, 1988,,the Board of County Commissioners ap- <br />proved a proposal wherein the County would assume management <br />and operational control of the Advanced Life Support service <br />with a single focus of management within the Department of <br />Emergency Management Services. An Advanced Life Support' <br />license was obtained from the Florida Department of Health and <br />Rehabilitative Services for Indian River County and all EMS <br />providers within the County were issued an internal certificate <br />operating under the auspices of the ALS license. <br />The Town of Indian River Shores now requests an internal <br />Certificate of Public Convenience and Necessity to provide EMS <br />ALS service with the understanding that all protocols, poli- <br />cies, procedures, ordinances, and statutes must be followed at <br />all times. <br />ALTERNATIVES AND ANALYSIS <br />The Town of Indian River Shores currently has on staff three <br />paramedics and sufficient EMT's to staff the emergency trans- <br />port vehicle 24 hours per day. Per diem paramedics will be <br />hired by the Town to fill any vacant shifts that occur for <br />various reasons. A new emergency transport vehicle purchased <br />by the Town has been equipped for ALS service and all necessary <br />medical supplies required per Rule 1OD-66 is in place. The <br />Chief Paramedic has certified the vehicle and equipment as <br />meeting state and county specifications. <br />The Medical Director has agreed to assume medical control for <br />the pre -hospital EMS service. It is felt that this is appro- <br />priate and necessary since the EMS service will be operating <br />under the authority of the County Advanced Life Support li- <br />cense. The EMS Director will monitor the run sheets and review <br />the day to day operations to assure compliance with the quality <br />assurance program and adherence to medical protocols as well as <br />standing orders. <br />The alternative is to provide the EMS ALS service from the <br />IRCVAS Beach Station for the populace of Indian River Shores. <br />34 <br />
