Loeper/P/j%L <br />Staff Planner <br />DATE: April 25, 1989 <br />SUBJECT: ESTUARY DEVELOPMENT/MONICA TAYLOR REQUEST TO REZONE <br />PROPERTY FROM RS -6 TO RM -8 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of May 9, 1989. <br />DESCRIPTION AND CONDITIONS: <br />Estuary Development Corporation and Monica Taylor have submitted a <br />request to rezone two parcels of land from RS -6, Single -Family <br />Residential District (up to 6 units/acre) to RM -8, Multi -Family <br />Residential District (up to 8 units/acre). The parcels contain <br />approximately 27.46 acres and are located on the south side of <br />49th Street (Lindsey Road), approximately 2700 feet east of 58th <br />Avenue (Kings Highway). <br />On March 23, 1989, the Planning and Zoning Commission voted 4 to 2 <br />to recommend approval of this zoning request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped and is currently zoned RS -6. <br />Property to the north is zoned A-1, Agriculture District, and is <br />used for cattle grazing. Property east and west is vacant <br />property zoned RS -6, except for the cut out portion northwest of <br />the property which contains a residence. Immediately south, is <br />Cavalier Estates, a residential subdivision zoned RS -6. Housing <br />within the subdivision is scattered. A church is also located on <br />two lots of this subdivision adjacent to the subject property. <br />Property east of Cavalier Estates (southeast of the subject) is <br />zoned IL, Light Industrial and IG, General Industrial. That <br />portion adjacent to the subdivision is vacant property; further <br />east is an auto salvage yard. Property west of Cavalier Estates <br />(southwest of the subject) is zoned RMH-8, Mobile Home District <br />(up to 8 units/acre). Development in this area is scattered with <br />some mobile homes as well as site built housing. <br />Future Land Use Pattern <br />The subject property and all surrounding property south of 49th <br />Street is in the Gifford MXD, Mixed Use District. The Gifford MXD <br />permits a variety of zoning classifications including residential <br />densities up to 14 units per acre. Property north of 49th Street <br />10 <br />
