ASHER jjJ& <br />ASSISTANT DIRECTOR OF ADMINISTRATION <br />SUBJECT: AGREEMENT BETWEEN INDIAN RIVER COUNTY AND <br />WILDER CORPORATION <br />VILLAGE GREEN WATER & WASTEWATER UTILITIES <br />BACKGROUND: <br />Village Green Utilities currently serves approximately 795 <br />customers with water and wastewater service within the Village <br />Green Mobile Home Park. Due to problems with their water <br />treatment plant, Village Green Utilities has been providing water <br />service to its customers through an emergency connection to <br />Indian River County's water system since July, 1988. During this <br />same period of time, Village Green Utilities has experienced <br />various problems with their wastewater treatment facilities. As <br />a result of these problems, Village Green Utilities approached <br />Indian River County Department of Utility Services concerning the <br />possibility of Indian River County providing permanent water and <br />wastewater service to the Village Green Mobile Home Park. <br />ANALYSIS: <br />The County's policy has been to acquire such privately held <br />utilities and to expand its regional and subregional water and <br />wastewater facilities. Acquisition/service to this system will <br />assist us in implementing this policy in addition to expanding <br />the customer base of the County's water and wastewater systems. <br />Acquisition costs of the water and wastewater facilities are to <br />be financed through a credit for the impact fees that will be due <br />for the facilities that will be served. <br />Water and wastewater services to the Village Green Mobile Home <br />Park can be provided without any significant effect on the <br />operating costs of the County facilities and with no effect on <br />the rates and charges of the existing County customers. <br />RECOMMENDATION: <br />The staff of the Department of Utility Services recommends that <br />the Board of County Commissioners approve the attached agreement <br />for water and wastewater service and purchase the various <br />facilities. <br />ON MOTION by Commissioner Eggert, SECONDED by Com- <br />missioner Scurlock, the Board unanimously approved <br />Agreement with Wilder Corporation re County Take - <br />Over of Village Green Utilities. <br />35 f- <br />jh)f 01989 EOOK F.� <br />
