Commissioner Bowman felt it is too bad that ROSE -4 ever <br />happened and that there wasn't better planning when Roseland was <br />laid out, but we are stuck with what we've got. She felt we have <br />a man here who has established a legitimate business in the area <br />and is trying to do the right thing. <br />Commissioner Eggert noted that he has gotten occupational <br />licenses all along. <br />Commissioner Bowman felt that he wants to expand his <br />business, because, as you know, you can't get by on what you used <br />to. So, he needs to have a bigger business and is looking to <br />take care of himself and his family. Commissioner Bowman stated <br />that she has found Mr. Kirrie to be very reasonable and fair, and <br />he has said that he has had 8 off-site employees in 1979 and that <br />was the maximum number of off-site employees that he has ever <br />had. She felt that was a legitimate figure to go by. It was <br />grandfathered in. <br />Margaret Hearndon, resident of Roseland, recalled that they <br />had a herd of cows back in 1979, and wished to know if they could <br />bring a herd of cows back now, but Commissioner Scurlock <br />explained that in order to be grandfathered in, it would have to <br />have been a continuous use throughout all that time. <br />Mrs. Hearndon stressed that Mr. Kirrie has not had 8 <br />off-site employees there alt through the period from 1979 to <br />1987, and she felt that if he did, he should have to document the <br />names of the people. It seemed fair to her. <br />Commissioner Scurlock felt sure he would do that, because <br />while he and Mr. Kirrie have never been exactly the best of <br />friends, he did not believe him to be a Liar. He stated that Mr. <br />Kirrie has never lied to him and has always treated him in a <br />reasonable and honest manner. <br />Mrs. Hearndon emphasized that she is not accusing anyone of <br />lying, but she did feel that Mr. Kirrie would like the Commission <br />to break and extend all the rules for him.
