MAY 1 6 1989 <br />BOOK 6 882 <br />procedures and criteria set by the State, and Administrator <br />Chandler advised that the process would be that the County <br />Administrator would bring recommendations to the Board for <br />allocations to the applicable programs. <br />Commissioner Eggert believed that the programs did not need <br />be just HRS approved, because she understood that it could be the <br />"Just Say No" group or some of the other programs. <br />Attorney Brennan confirmed that they do not have to be just <br />HRS approved, but they do have to meet some of the guidelines <br />that are set out by the State. After a recommendation by the <br />Administrator, the Commission can designate where the funds are <br />to go. <br />Commissioner Scurlock understood then that the Commission <br />has control, and that the Administrator will make some recommen- <br />dations at budget time and the Commission will expend the funds. <br />Commissioner Bowman asked what agencies would be our <br />options, and Commissioner Eggert felt that they would be the <br />Mental Health Center, the mental health agency in Ft. Pierce, <br />which has an office here in Vero Beach, or any other groups that <br />are working with drug education, such as the Sheriff's Dept. <br />Chairman Wheeler explained that the recommendation for this <br />ordinance originated in the Correctional Planning Council, and <br />the Council hopes that when these funds became available and if <br />the stockade becomes a realty, to try to develop some kind of a <br />rehabilitation program at the stockade for evenings and weekends. <br />Commissioner Bowman pointed out that there is an on-going <br />program in Gifford, but didn't know if it would meet HRS <br />standards. <br />Attorney Brennan explained that the State sets the standards <br />and that she had mentioned HRS only because they are working with <br />the Mental Health Center, which already meets the standards that <br />have been set, but that is not to say that other programs would <br />not qualify. <br />36 <br />
