BOOK . 6 06E8:37 <br />RESOLUTION NO. 89- 47 <br />A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, <br />TO THE STATE OF FLORIDA, DEPARTMENT OF STATE, <br />DIVISION OF LIBRARY AND INFORMATION SERVICES <br />REGARDING AN APPLICATION FOR GRANT FOR FISCAL YEAR <br />1989-90 RELATING TO THE INDIAN RIVER COUNTY MAIN <br />LIBRARY. <br />WHEREAS, Indian River County has been offered a library <br />construction grant of $200,000 from the State of Florida, <br />Department of State, Division of Library and Information <br />Services (State) and to obtain this grant must submit a <br />completed grant application; <br />WHEREAS, as part of the grant application Indian River <br />County must complete the certification of application <br />attached to this Resolution as Exhibit "A" and an "Assurance <br />of Compliance with the Department of Health, Education, and <br />Welfare Regulation under Title VI of the Civil Rights Act of <br />1964" which is attached as Exhibit "B"; and <br />WHEREAS, the grant application must include an <br />authorization for submission of the application, an <br />assurance that the required 50% match will be available and <br />unencumbered at the time of grant award, the name of the <br />person authorized to sign the application, assurance that <br />funding Is sufficient and will be available in order that <br />the project will result in a completed library building, and <br />assurance that upon completion of the project sufficient <br />funds will be available to operate such facility, <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that: <br />1. The Chairman of the Board of County Commissioners <br />is authorized to execute the certification of application <br />shown as Exhibit "A." <br />2. The Chairman of the Board of County Commissioners <br />is authorized to execute Form HEW -441, attached as Exhibit <br />5B,° which Is assurance of compliance with the Department of <br />Health, Education. and Welfare Regulation under Title VI of <br />the Civil Rights Act of 1964. <br />3. The Chairman of the Board of County Commissioners <br />is authorized to submit the grant application. <br />4. The 50% match, i.e., $200,000. will be available <br />and unencumbered at the time of grant award. <br />5. The Chairman of the Board of County Commissioners <br />Gary C. Wheeler is authorized to sign the application. <br />6. Indian River County assures the State that the <br />County has fee simple title to the land on which the library <br />will be built and has the unconditional right to use the <br />land and building for a public library. <br />7. Indian River County assures the State that <br />sufficient funding will be available in order that the <br />project will result in a completed library building. <br />4 <br />
