Gen il6', C.E.T. <br />Civil Engineer <br />SUBJECT: Discontinued Use of A Portion of 17th Lane SW <br />AKA Lockwood Lane <br />DATE: May 2, 1989 <br />----------------------------------------------------------------- <br />DESCRIPTION AND CONDITIONS <br />The County Public Works Division has initiated a public <br />improvement project for an additional entrance into the Vero <br />Beach Highlands Subdivision. The proposed road would be the <br />extension of 17th Street SW in Vero Highlands westward to 27th <br />Avenue, SR 607. <br />This proposed extension would connect to 27th Avenue <br />approximately 60' south of the existing location of 17th Lane SW <br />creating a substandard intersection separation. Therefore, 17th <br />Lane SW AKA Lockwood Lane would have to be barricaded at 27th <br />Avenue to prevent the flow of westbound traffic along 17th Lane <br />SW and eastbound traffic coming off of 27th Avenue. <br />I met with the Indian River Farms Board of Supervisors to discuss <br />this barricade, and they recommended a gate type of barricade <br />with a lock which would allow the "Farm's" access off 17th Lane <br />SW to maintain the Sub -Lateral B-9 Canal. <br />Residents along the north side of 17th Lane SW AKA Lockwood Lane <br />would have to go north on 20th, 21st, 22nd Avenue or 20th Court <br />to 14th Street SW which is paved, then west to 27th Avenue. <br />Please see attached map. <br />RECOMMENDATION <br />The County Engineering Department recommends discontinuing use of <br />17th Lane SW AKA Lockwood Lane at 27th Avenue, SR 607. A <br />Department of Transportation permit has been obtained and <br />approved. County Engineering is in the process of obtaining a <br />stormwater permit from St. Johns River Water Management District. <br />Permits will be obtained from Indian River Farms Drainage <br />District. All utility companies, School Board, Fire Department, <br />City of Vero Beach and Department of Transportation have been <br />notified of this pending matter. <br />ATTACHMENTS <br />1.
