factor would not be 5.28, and Mr. Fry advised that if the closure <br />costs had been put in for this year, we would have had negative <br />coverage. <br />Commissioner Scurlock did not feel you would put the closure <br />costs all in any one particular year anyway. He would imagine <br />you anticipate closure costs and should be funding that each year <br />so that when you get to the closure, there is no big surprise <br />unless the DER made a major change, and Mr. Fry noted that is <br />exactly what they did. <br />Further discussion ensued regarding the Statistical Section, <br />and Commissioner Scurlock commented that on Page 154, for <br />example, you kind of get an idea of where the County is spending <br />its money. Obviously Law Enforcement and Public Safety used to <br />be almost equal to General Government, and now Law Enforcement <br />and Public Safety is 39% as compared to 20% for General <br />Government. Then on the next pages, it says the County has <br />adopted a philosophy of new development funding itself with user <br />fees, impact fees, etc., while actually our reliance on ad <br />valorem taxes has increased from 51% in 1979 to where today 64% <br />of our funds are coming from taxes. <br />Mr. Fry clarified that there are the ad valorem taxes and <br />then the franchise taxes also; it is not all ad valorem. <br />Commissioner Scurlock continued that going from 1979 to <br />1988, we went from a fairly constant level of 4 mills and then <br />jumped 2 mills in a fairly short period of time. He feels the <br />Statistical Section says a lot to us, but is what it says really <br />valid? In fact, last year we ended up levying almost 2 mills <br />that it now appears we didn't have to and created this reserve, <br />which is nice to have, but the bottom line is that we went out <br />and taxed someone almost 11 mills and apparently didn't render <br />the service they were taxed for. <br />Mr. Fry could not argue that, but he felt the Statistical <br />Section is very useful in that it does show the 10 year trend in <br />many various areas. <br />MAY 2 S 1989 <br />It also shows population trends, and our <br />37 <br />BOOK 7Fa.Cc. �� <br />
