MAY 2 3 <br />1989 <br />ootl 76 <br />F 9 ? 2 <br />he believed what <br />we are doing is the best and most effective <br />way <br />to collect it. <br />Finance Director Fry commented that we originally had <br />anticipated a cost of $200,000 for the closure of Phase I, and <br />the estimate now is 1.8 million. <br />Commissioner Scurlock believed we have saved a great deal in <br />financing costs by having the special assessment on the Tax Roll, <br />and asked how many basis points we have saved on future bond <br />issues by going to that method. <br />Clerk Barton explained that it is not only the coverage that <br />is important, but the source of the revenue. When there were <br />tipping fees, there was always the question of how much material <br />would arrive at the Landfill, and when we switched to the assess- <br />ment program, we were pretty sure we would collect 990 of what <br />was on the assessment roll.
