PHASE 111, R/W ACQUISITION (SULLIVAN) <br />Public Works Director Davis reviewed the following memo: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Director / <br />SUBJECT: Indian River Boulevard Phase III <br />Right-of-way Acquisition - Parcel # 106 & 107 <br />REF. LETTER: Charles A. Sullivan, Sr. to Donald Finney <br />dated April 4, 1989 <br />DATE: May 3, 1989 <br />DESCRIPTION AND CONDITION <br />Mr. Charles Sullivan, Sr., owner of two parcels along the west <br />side of the proposed Indian River Boulevard Phase III project <br />(SR60 to .37th St), has agreed to deed the necessary road <br />right-of-way to the County for Indian River Boulevard subject to <br />access being provided to his two small lots (approx. 100' x 180' <br />in size each lot). At the present time, it does not appear that <br />the subject parcels have public road access. If access is not <br />provided, Mr. Sullivan requests that the County purchase both <br />lots at an estimated value of $60,000. <br />ALTERNATIVES AND ANALYSIS <br />The following alternatives are presented: <br />Alternative # 1 <br />Accept the right-of-way donation and agree to provide a <br />single common access point for the two lots in question. <br />The access point would be from the southbound lanes only and <br />would be right turn in/right turn out. For the single <br />family land use proposed, this driveway should have no <br />adverse affect on the operation of the Boulevard. The <br />access point should be designed so that egressing vehicles <br />can turn onto Indian River Boulevard while in a forward <br />movement. No backing onto the Boulevard would be allowed. <br />Alternative # 2 <br />Purchase the two parcels for the appraised value if the <br />compensation is agreeable to Mr. Sullivan. Appraisals <br />should be complete by June 1, 1989. <br />RECOMMENDATIONS AND FUNDING <br />It is recommended that staff proceed to offer Alternative No. 1 <br />to Mr. Sullivan. No funding is applicable at this time. <br />50 <br />
