JUN 6 1989 <br />Page two <br />The alternatives are as follows: <br />BOOK 76 Fr1GE 960 <br />Alternative No. 1 <br />Implement both the 20th Avenue Extension and the 17th Street <br />SW connection to 27th Avenue,. This alternative would result <br />in adequate operating conditions along both 20th Avenue and <br />27th Avenue. <br />Alternative No. 2 <br />Implement only 17th Street SW Extension to 27th Avenue. <br />This alternative will result in a need to five -lane 27th <br />Avenue prior to Vero Highlands and Oslo Park being fully <br />developed. This widening project will cost approximately <br />$1.5 million per mile or $7.5 million from 17th Street SW to <br />SR 60. <br />'In addition, Oslo Road widening between 27th Avenue and 20th <br />Avenue may be needed sooner due to additional trips on this <br />link. <br />RECOMMENDATION AND FUNDING <br />It is recommended that both 20th Avenue South Extension and 17th <br />Street SW Extension be implemented at this time. Total funding <br />of approximately $125,000 is estimated. The 1989/90 FY Road <br />Construction Program has included $100,000 for the Vero Highlands <br />Access Road Project. The additional $25,000 could be funded <br />through District 6 Impact Fees or Local Option Gas Tax. <br />Commissioner Scurlock asked if Old Dixie Highway is a county <br />road, and Director Davis confirmed that it is, but noted that <br />prior to 1978 it was a state road. <br />Commissioner Scurlock pointed out that back in August, 1987, <br />there was no question as to whether or not an additional access <br />to the Highlands was needed, and Director Davis confirmed that <br />the Commission has always supported additional access to the <br />Highlands. <br />Commissioner Scurlock recalled that when this matter came <br />before the Board in August, 1987, we found significant objection <br />to the extension of 20th Avenue SW from the residents of Oslo <br />Park, as well as residents along the 20th Avenue corridor. It <br />was at that time that the Commission looked for an alternative, <br />one of which was to take traffic out of the Highlands onto 27th <br />14 <br />
