She believed the <br />people living in the front part of the Highlands would still <br />travel Old Dixie Highway and U.S. #1. Mrs. Brown believed we <br />need all three accesses to the Highlands. <br />Dale Martin, 610 20th Place SW, resident of Vero Beach <br />Highlands, was very happy to have the 17th Street SW access to <br />27th Avenue, but felt that the County should finish 20th Avenue <br />because all they have to do is build a bridge over the canal. <br />Chairman Wheeler recalled that they tried to reach a <br />compromise two years ago that would please everyone, and that <br />compromise called for 17th Street SW to be extended to 27th <br />Avenue and the construction of a pedestrian bridge over the <br />Lateral J Canal at 20th Avenue. He felt very strongly about <br />protecting neighborhoods from encroachment, whether it be from <br />traffic or commercial encroachment. <br />James Carraway, 910 24th Place, SW, resident of Vero Beach <br />Highlands, felt the most important thing in this issue is that <br />the 20th Avenue access would provide a quicker response time by <br />the EMS and the Fire Dept. He felt the Commission has to <br />consider the safety of the residents of the entire county. <br />Chairman Wheeler agreed with the safety aspect, and asked <br />South County Fire Chief John Allen to address the response times <br />by the EMS and the Fire Dept. <br />Chief Allen calculated that the 27th Avenue access would <br />reduce the response time to calls from the back part of the <br />Highlands by 1-1/2 to 2 minutes. Right now it takes 4-5 minutes <br />to get there from Station #4 on Oslo Road. If they could go <br />20th, it would be quicker. Time is of the essence, and the <br />problem they are facing now is that there is only one way to go. <br />Commissioner Scurlock felt that if we are talking about <br />knocking off 1 to 1.5 minutes, maybe it's time to reevaluate and <br />recalculate the response times.
