Chairman Wheeler still wondered if a true third access could <br />be developed in the same amount of time, either through 6th or <br />12th Avenues. <br />Director Davis believed it could, but only if the <br />right-of-way acquisition went smoothly. He emphasized that we <br />have all the right-of-way for the 20th Avenue access. <br />Commissioner Bird didn't know when he ever had sat in a <br />meeting and changed his mind so many times on an issue as today, <br />but because both the pros and cons of this issue seem to be <br />fairly equal, he was leaning towards the recommendation of staff <br />andithe TPC that the extension of this road is necessary in order <br />to separate out and distribute the traffic flows being generated <br />from the Highlands and that general area. He liked the inclusion <br />of the safety factors in Commissioner Scurlock's Motion and <br />stated that he would support staff's recommendation and vote for <br />the Motion with the condition that we expedite the construction <br />of 17th Street SW into 27th Avenue just as fast as we can. <br />Commissioner Eggert stated that she also has been back and <br />forth on this several times. She very much didn't like to impact <br />neighborhoods, but felt that we would be impacting the Highlands <br />if we don't do something. Aside from this, she would be very <br />much supportive for there to be another access even if it only <br />goes to Oslo Road. She supported the recommendation of staff and <br />the TPC, but emphasized that it was a hard decision to come down <br />to because she did not come into Chambers this morning feeling <br />this way. <br />Commissioner Bird hoped that as part of the safety <br />improvements listed in the Motion that we are considering a bike <br />path system to be installed in conjunction with this project so <br />that the people who live in Oslo Park and the Highlands have a <br />safe bike path for their children to use. <br />Chairman Wheeler apologized to the residents of Vero <br />Highlands for maybe being a little shortsighted a year and a half <br />JUN 1989 <br />L <br />35 <br />BOOK 7 <br />981 <br />
