"SONNY" DEAN, DIRECTOR <br />DEPARTMENT OF GENERAL SERVI <br />SUBJECT: INDIAN RIVER COUNTY JAIL -_PHASE II ELECTRONICS <br />Q <br />BACKGROUND: <br />A few months ago the Board of County Commissioners authorized staff to <br />take whatever action was necessary to get the subject project completed. <br />Specifically to put the bonding company on notice and proceed with <br />correcting the problem as recommended by W.R. Frizzell Architects. <br />The detention electronics as they exist today are intolerable and present <br />somewhat of a safety hazard for jail staff. The Architect, County Staff <br />and Jail Personnel have exhausted every means available to have the <br />contractor live up to the contract. It is quiet evident that he has no <br />intention of correcting the problems. He represented the subcontractors <br />for detention electronics on this project to give the County a first <br />class job. This has never become a reality on Phase II of the jail. <br />ANALYSIS: <br />The Bonding Company has been put on notice and the general contractor on <br />the original project is no longer allowed to perform work on the <br />equipment, as recommended by Frizzell. The architect has also contacted <br />Buford Goff and Associates, a consultant for jail electronics and <br />secured a quote as to what is going to be required to complete the <br />project. Attached is a copy of the Goff quotation along with a letter <br />from Indian River County Jail personnel outlining the problems with the <br />electronic equipment as they exist today. <br />County maintenance personnel are presently calling -in qualified <br />detention electronics technicians to perform the necessary repair on the <br />present equipment. We are documenting all cost associated with this <br />action including monies expended for County staff time. <br />RECOMMENDATIONS: <br />It is recommended by staff to proceed with action against the Bonding <br />Company and authorize Buford Goff and Associates to perform the <br />engineering to correct the deficiencies in the present detention <br />electronics as the exist in Phase II of the Indian River County Jail as <br />presented in the attached proposal at a cost not to exceed $46,000. <br />Funding will come from Phase III monies. <br />JUN 61989 <br />53 <br />BOOK 76 F E.9991 <br />
