JUN -13 1989BOOK 77 48 <br />Fay ;, <br />�� <br />for this purchase, that could be done, but there would have to be <br />some financing since we don't get all those funds in at once. <br />Commissioner Scurlock continued to discuss an MSBU with a <br />per/parcel assessment, which he felt would represent substantial <br />savings as in this way you would tax the most benefited residents <br />and avoid borrowing and wasting money on interest. <br />Administrator Chandler advised that a special district was <br />considered, but the time elements come into play on all of this. <br />We would have to set up ordinances, etc., to get the district <br />established and on the Tax Roll, and you still would be looking at <br />some short-term financing. He noted that there was some <br />discussion with the group on this, but they indicated there had <br />been no real interest in pursuing that alternative. <br />Commissioner Scurlock believed that decision actually is not <br />up to them and stressed that he personally did not feel we need to <br />go to a referendum to have about 4,600 people tell us what to do <br />with a 2.5 million dollar expenditure. He pointed out that we <br />didn't have a referendum on whether or not to buy the South County <br />Park. <br />Administrator Chandler emphasized that in looking at the <br />alternatives, we will be looking at short-term financing in any <br />event, but Commissioner Scurlock noted that we would not have to <br />if the Comission decided to go ahead. -and use some of our reserves. <br />Commissioner Scurlock continued to stress that there would be <br />financial savings even though there might be a tax anticipation <br />note. He felt the very worst that can happen with land acquisi- <br />tion is that in 10-15 years you could decide to sell it for more. <br />He did not believe you can lose even though he is not proposing to <br />sell it. <br />Attorney Vitunac commented that you could set your closing <br />date for past January and then the tax money would be in, but Com- <br />missioner Eggert did not believe that is an option and <br />Administrator Chandler confirmed that Mr. Ewing has said he will <br />not change his position. <br />48 <br />
