Jury duty - current policy is to reimburse employees at <br />their regular rate for the hours.they attend court. <br />Recommendation: Approve payment of straight time for the <br />hours the EMS staff attend court. <br />6. Life Insurance - current policy is all employees receive <br />no cost life insurance on their annualized salary <br />(excludes overtime) rounded off to the next highest <br />$1,000. <br />Recommendation: Approve coverage of the EMS staff on <br />their annualized salary based on 212 hours in a 28 day <br />cycle times 13.04, which equals 1 year. <br />7. Percentage increases (probation, annual, etc.) - current <br />percentage is based on base salary and overtime is not <br />included in the figure. <br />Recommendation: Approve policy that the percentage rate <br />will be based on the 212 hour/28 day cycle times 13.04 to <br />get the base annual salary. <br />Staff respectfully requests that the joint recommendation be <br />approved by the Board of County Commissioners and implemented <br />retroactively in terms of benefits to February 1, 1989, when <br />the ALS system was transitioned from the Indian River Memorial <br />Hospital to the County. <br />This is a fair and equitable request which will provide the EMS <br />staff with similar benefits as other county employees. No <br />additional funding is sought for the Department of Emergency <br />Management Services to implement the proposed personnel <br />recommendations. <br />Commissioner Scurlock commented that we have been dealing for <br />a period of time with differences in our personnel procedures with <br />various entities; we have had one set of rules, etc., for one <br />group and another for someone else._ This has created some <br />problems, and his goal would be to standardize as much as possible <br />over a period of time. <br />Administrator Chandler believed this begins to do that, at <br />least within our emergency services field, since what is being <br />proposed would bring us in line with the Fair Labor Standards Act. <br />It recognizes, in effect, the 56 hour work week and the provisions <br />of FLSA where it says on emergency services you have a credit, so <br />to speak, in those areas. <br />Commissioner Scurlock believed what we are dealing with in <br />this instance is a non-union group, and that was confirmed. <br />64 <br />
