TO: Board of County Commissioners <br />FROM: Carolyn R. Eggert __,,11t. <br />County Commissioner PIP <br />RE: Affordable Housing <br />DATE: June 7, 1989 <br />In reviewing the need for low cost (affordable) housing <br />in this county and the limited avenues for getting financial <br />aid from state and federal sources, the need to attract the <br />private sector becomes even more evident. In talking with <br />different people some possible solutions have been mentioned <br />and � would like to know if the BCC is interested in <br />pursuing any of them. <br />1. Allowing traffic impact fees to be paid over a 5 <br />to 10 year period and go into the same assessment/bond <br />procedure that is being done for sewer and water impact <br />fees. <br />2. Set up a "welfare fund" to help pay impact fees <br />under strict specifications for low cost house builders - <br />help build your own home projects, etc. <br />3. Put more RM -.8 and RM -10 zoning in areas suitable <br />for affordable housing. <br />Commissioner Scurlock discussed the possibility of reducing <br />the code requirements for minimum square footages, setbacks, etc., <br />and the need to look at those factors, which relate to how much it <br />costs to build a home. He asked if there isn't some ability for <br />our Planning staff to sit down and work with the development <br />community to see if there is anything we can do within our Codes <br />to encourage more affordable housing, i.e., we could reduce the <br />minimum square footage required to 800' or if we reduce the <br />setbacks, that possibly could result in one more lot. He would <br />like to identify a piece of property, possibly even get into some <br />type of bond issue, and then work with the development community <br />to see what could be done in this regard. However, he felt it <br />should not be totally on the county to do this. <br />Commissioner Eggert agreed, but as a general philosophical <br />approach, she noted that we allow sewer and water impact fees to <br />JUN 1 1989 97 BOOP( 77 FAcr 97 <br />
