BOOK 17 FACE 11% <br />ORDINANCE NO. 89 - <br />direct and supervise accounting and budgeting activities and <br />procedures. The County Budget Officer shall train or assist <br />in the training of County personnel' in fiscal duties and <br />coordinate work flow. The County Budget Officer shall <br />advise County officials and other department heads on <br />accounting and budgetary policies, interpret accounting and <br />fiscal policies, prepare budgets and financial statements, <br />and/or assist In the preparation of reports and statements, <br />and perform work in the operation of the overall fiscal <br />process; and maintain the budget throughout the fiscal year. <br />The County Budget Officer also shall perform related work as <br />required including all bond issues and grant applications. <br />Sec. 1-153. Knowledge, abilities, and skills. The <br />County Budget Officer shall have knowledge of finance, <br />budgetary, and fiscal management as they apply to government <br />accounting, knowledge of the principles, methods, and <br />practices of accounting, and knowledge of the laws and <br />regulations governing fiscal operations of the County. <br />The County Budget Officer shall possess the ability to <br />advise -and implement modern accounting, budgetary, and <br />fiscal procedures, the ability to plan, organize, and direct <br />employees in the operation of financial procedures, the <br />ability to prepare and present budgets, statements, and <br />reports, and the ability to establish and maintain effective <br />relationships with employees and the public. <br />Sec. 1-154. Minimum qualifications. The County Budget <br />Officer shall have been graduated from an accredited <br />four-year college or university with a major in accounting <br />or business administration or related field and shall have <br />considerable experience in public or government accounting. <br />A comparable amount of training and experience may be <br />substituted for the minimum qualifications. <br />CODING: New words shown as underlined and <br />deleted words shown as tinter +meated <br />M 2 <br />_I <br />
