choice for library automation system and services for the Indian <br />River County Library System. <br />Staff is in receipt of a purchase proposal, maintenance agreement and <br />pricing for data conversion services from CLSI. <br />RECOMMENDATION AND FINDING: <br />Staff recommends that CLSI be declared as vendor of choice and that <br />staff be authorized to negotiate the proposals provided by CLSI for <br />automation system and services for the Indian River County Library <br />System. The final proposal and costs would be forwarded to the commis- <br />sion for approval and funding upon completion. No funding is required <br />by this action. <br />Project Manager Williams further advised that the RMG <br />Consultants report showed that there are about 4 main vendors in <br />the country that provide "turn -key" systems, and of those, there <br />are really only two that have any installations in Florida at all <br />- Dynex and CLSI. Of those two, CLSI is the only one with more <br />than one installation in Florida. They have been in library <br />automation for 17 years, and they have field technicians located <br />in Florida. The RMG report essentially showed that the 4 <br />companies provide systems and software in the same general <br />ballpark on price. Mr. Williams noted that staff also knew that <br />Volusia County had chosen CLSI as a sole source vendor without an <br />RFP. Lake County did also, but went with lease/purchase rather <br />than direct purchase. In addition, CLSI offered a 6% discount <br />for direct purchase as opposed to going through the RFP process. <br />He noted that Administrator Chandler asked if we were not under <br />such a time frame, etc., whether we would make the same decision, <br />and staff does believe CLSI has the stability both financially. <br />and experiencewise and is best suited in any event. <br />Commissioner Scurlock had many questions as to how many <br />installations both Dynex and CLSI had nationwide, whether they <br />were IBM compatible and whether both vendors were asked about a <br />discount. <br />Project Manager Williams answered that Dynex has one <br />installation in Florida and part of another; nationwide they have <br />roughly 300. CLSI has about 330 installations nationwide.
