NOTE: Staff's recommendation is to enlarge the initially proposed <br />conservation tract area or buffer area to S.R. A.I.A. where <br />the proposed Trail alignment runs parallel to S.R. A.I.A.; <br />the applicant has agreed to this. (See attachment #16) <br />7. Other Areas Abutting Jungle Trail: The Orchid Island <br />Associates project also abuts other significant stretch- <br />es of Jungle Trail from the subject proposed realignment <br />area south to C.R. 510 and north to the Polo Club <br />project. The applicant proposes establishing a 20' <br />roadway/conservation easement as well as a 20' buffer <br />and a 30' habitable building setback along the Trail <br />where the project abuts the Trail. <br />NOTE: Staff's recommendation is to better define and <br />restrict uses and structures allowed in the proposed <br />"30' habitable building setback" by making it a buffer <br />area. <br />8. Traffic Circulation: Based upon the County's recently <br />completed north Jungle Trail survey and information <br />provided by the applicant, the Public Works Director has <br />indicated that the proposed new alignment would better <br />accommodate grove service traffic than the existing <br />alignment. The first turn in the existing alignment has <br />a turning radius of 100', while none of the curves in <br />the proposed realignment have turning radii less than <br />1201. The roadbed width and recovery area of the new <br />alignment would be equal to or exceed that of the <br />existing alignment. The proposed alignment roadbed is <br />to consist of a stabilized marl base. <br />Reviewing Agency/Department Comments: <br />The following is a synopsis of reviewing agency comments: <br />a. County Attorney's Office: approve (no objections) <br />b. County Utilities: approve as long as new right-of-way is <br />obtained concurrently. <br />C. Public Works: (Engineering, Road & Bridge, Right -of -Way): <br />no objections; however, roadway dedication is preferred <br />instead of easements as proposed; Management Plan should <br />apply. <br />d. FP&L, Southern Bell: approve <br />e. Town of Orchid: approve; proposal should improve traffic <br />safety and enhance beauty of Trail. <br />f. FDOT: no objection as long as projec.t entrance on. S.R. <br />A.I.A. meets DOT standards. <br />g. State Division of Historical Resources: the proposal could <br />impair the historic character of the road and its potential <br />eligibility for listing in the National Register. However, <br />(pursuant to a June 1, 1989 conversation with Mr. Bill <br />Thurston of the Division) the historical character and <br />integrity of the existing Trail could also be adversely <br />affected and degraded by development and adverse changes in <br />the ambiance or character of the surroundings and environ- <br />ment. <br />h. Florida Native Plant Society: the County would benefit from <br />approving the realignment and securing a conservation ease- <br />ment over the hammock. Along the existing subject Trail <br />segment, some native species do exist, but the area is <br />largely invaded by exotic species and the accompanying <br />understory is severely disturbed. The hammock area that <br />could be preserved in the proposed conservation tract is <br />extensive enough to be viable and is a habitat complete with <br />canopy and understory species. <br />i. Indian River County Historical Society: the proposal fails <br />to take steps ... "to preserve the historical integrity of the <br />Trail while accomplishing the realignment." As proposed, <br />"...the application does not meet the requirements of the <br />Comprehensive Land Use Plan of 1982; Ordinance #85-64 of <br />1985; nor the Jungle Trail Management Plan adopted April 11, <br />1989, regarding realignment."
