The "scene" along the proposed realignment <br />would be: <br />Along segment "AA", residential development, lake <br />and golf course areas buffered by a significant <br />hammock strip on the west side and a dense mature <br />hammock on most of the south and east sides. <br />Along segment "BB" the "scene" would be residential <br />development buffered by rows of presently mature <br />citrus trees. <br />Along other portions of the Trail that run through the <br />Town of Orchid, the "scene" would include preservation <br />of existing vegetative buffers within approximately 50' <br />of the Trail roadway. <br />If the proposal is approved, the proposed 3.48 acre <br />conservation tract should be enlarged to cover all land <br />south and east of segment "AA" to S.R. A.I.A., with the <br />exception of an area around the project's S.R. A.I.A. <br />entrance, and should be granted to the County and to the <br />Town of Orchid to ensure greater control and scenic <br />quality. The applicant has agreed to enlarge buffers to <br />include the area that staff recommends be covered <br />between the proposed new Trail and S.R. A.I.A. <br />Does the request maintain the continuity of the trail? <br />(as well as in relation to the Orchid development <br />entrance road intersection) <br />Yes, the Trail would be continuous, without interruption <br />as long as the road right-of-way dedication includes the <br />area where the Trail would cross the project entrance <br />road. The crossing would be constructed at the inter- <br />section of the project entrance road (off of S.R. <br />A.I.A.) and the Trail, and an additional crossing may be <br />needed for golf maintenance vehicles. Thus, the <br />proposed new road would require only one minor crossing <br />and one "curb cut" onto the Trail, whereas the location <br />of the existing road segment could require multiple <br />"curb cuts" and pedestrian/cart path crossings. <br />If the proposal is approved, the County should be <br />granted limited access easements along all project <br />Jungle Trail frontage except for the project's S.R. <br />A.I.A. entrance road, a golf maintenance vehicle cross- <br />ing -and any existing and approved driveways to ensure <br />limited access and roadway continuity without multiple <br />intersections, along all segments of the Trail that abut <br />the overall project, <br />Is the new alignment dedicated to the County fee simple <br />or as right-of-way and conservation easement and is the <br />new roadway within this alignment? <br />Yes, the applicant proposes granting roadway and conser- <br />vation easements. To better ensure County control, the <br />applicant should dedicate as rights-of-way all proposed <br />roadway/conservation areas to the County. Dedication <br />language must be made acceptable to the County Attor- <br />ney's Office. The remaining perimeter buffer and <br />buffer/setback areas should be granted as an easement to <br />the County and the Town. <br />e.
