ASHER <br />ASSISTANT DIRECTOR OF ADMINISTRATION <br />DEPARTMENT OF UTILITY SERVICES <br />SUBJECT: ACQUISITION OF NELSON HYATT WATER AND SEWER UTILITIES <br />SERVING PARK PLACE MOBILE HOME PARK <br />(FORMERLY LAKE DELORES UTILITY SYSTEM) <br />BACKGROUND: <br />The Nelson Hyatt Water and Sewer Utilities currently serves <br />approximately eighty customers within the Park Place Mobile Home <br />Park, 9605 U.S. Highway 1, <br />The Wastewater Treatment Plant is an 0.130 million gallons per day <br />(MGD) extended air treatment process wastewater plant. <br />The Water Treatment Plant is an 0.100 MGD .water plant; it is an <br />aeration/chlorination type plant with a raw water feed. <br />The utility has been through a bankruptcy and repossession during <br />the past twelve months. <br />The utility -wishes to sell the system and, as a result, the County <br />has been negotiating its purchase. The negotiated price at this <br />time is $777,000.00. <br />ANALYSIS: <br />The County's policy has been to acquire such privately held <br />utilities and to expand its regional and subregional water and <br />wastewater facilities. Acquisition of this system will assist us in <br />implementing this policy for the North County area. <br />Acquisition costs are to be financed at no interest through a <br />surcharge of approximately $10.00 per customer per month, for a <br />period of ten years. Based upon an average usage of 3,000 gallons <br />per month per customer paying current Indian River County rates, <br />plus the estimated $10.00 per customer per month surcharge, the <br />customers would realize an estimated increase of $5.08 in their <br />monthly charges. <br />RECOMMENDATION• <br />The staff of the Department of Utility Services recommends that the <br />Board of County Commissioners conceptually approve the proposed <br />purchase agreement, based upon the outcome of the Public Hearing. <br />2 8 BOOK. �tl FrRLC 1�'J��.i <br />'JUL 111999 <br />
