7. Accept the voluntary surrender of the Certificate of Public <br />Convenience and Necessity for EMS service prior issued to <br />the Indian River County Volunteer Ambulance Squad. <br />It should be noted that the Indian River County Department of <br />Emergency Management Services and the Indian River County Volunteer <br />Ambulance Squad are mutually cooperating during this transition of <br />responsibility. A smooth transfer of operations is anticipated and <br />all parties affirm to the Board and the citizens that no decline in <br />the level of EMS service will occur during the transition period. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED by <br />Commissioner Eggert, that the Board approve Budget <br />Amendment #087 in the amount of $119,407 and staff's <br />recommendation as set out in the above memo. <br />Under discussion,'Commissi,oner Bird stated that he would <br />vote for this Motion but with mixed feelings because he didn't <br />like to see it end, but felt that time does bring changes. He <br />felt that there never has been or will be a group that <br />exemplifies the volunteer spirit the way the Indian River County <br />Volunteer Ambulance Squad has done. He wished to thank all of <br />the hundreds of volunteers who have worked for this county over <br />the years. <br />Commissioner Eggert agreed that it is a sad day, but <br />emphasized that we worked as hard as we could to keep the <br />volunteer units going. She emphasized that while we can expect a <br />substantial portion of the net'cost of adding the iRCVAS <br />operation to the County ALS service to come from third -party <br />insurance billings, there are additional sources of income we <br />need to explore. <br />Commissioner Scurlock viewed this as a changing of roles <br />with the volunteers continuing to work on a non -emergency status. <br />UL 111989 48 RoaK 17 F:. �0 <br />L <br />I <br />
