It has been an ideal location until the paving of the <br />western portion and the installation on the new traffic <br />signal at the eastern end which is the intersection of <br />Rosewood Road and 43rd Avenue. Since those changes, the <br />quiet atmosphere on the road has been changed dramatically. <br />The road has become extremely dangerous. This is true not <br />only for motorists but especially for pede.strians and bicycle <br />riders. The reasons for the dangerous condition of the road <br />are numerous. The road was not built to recommended Indian <br />River County standards and specifications, therefore, it is <br />too narrow and people cannot safely walk or ride a bike. The <br />county has insufficient right-of-way and therefore no <br />sidewalks. Furthermore, one cannot enter Rosewood safely as <br />vegetation setback is nonexistent on the north side of the <br />road. Motorists cannot see the on -coming traffic (generally <br />speeding) because of the county's lack of a sufficient right- <br />of-way. The situation at the bridge at Kings Highway is <br />worse. The bridge is too narrow and cars cannot make turns <br />in a safe manner. <br />There is a solution to this whole matter. We, who live <br />on and off of Rosewood, propose closing Rosewood at the Kings <br />Highway bridge. This would accomplish three goals: <br />1. Diminish liability as to accidents which may occur <br />as a direct result of the narrow road and bridge. <br />2. Save Indian River County possibly $300,000. by not <br />having to reconstruct the bridge when Kings Highway <br />is improved in the very near future. <br />3. Enhance property values by eliminating the large <br />volume of traffic. Many motorists who use the road <br />consider it to be a speedway connecting 43rd Avenue <br />and King's Highway. <br />Please accept the attadhed petition signifying the <br />strong support of the neighborhood. <br />We would prefer that the road be closed as soon as <br />possible through administrative means, however, if you think <br />that this matter should be discussed with the entire <br />commission we request that it be placed on the agenda <br />promptly.
