He is <br />certainly concerned about the safety of the people in that area <br />and will be glad to explore any reasonable ideas we can come up <br />with to make traffic move more safely on that street, but he is <br />going to take a lot of convincing to close that street com- <br />pletely. We have growing traffic in this county, and we have <br />limited arterial streets, especially E/W. We are going to need <br />all those streets to spread that traffic out. If you close off <br />this street, all you do is put the traffic off on another street, <br />and he believed this would be especially hypocritical after the <br />action the Board just took on 20th Avenue. Commissioner Bird <br />believed the traffic counts indicate that the traffic is very <br />light and that the accident rate is one of the lowest of the <br />intersections on 43rd Avenue. He further pointed out that the <br />reason this part of 16th Street is narrow and winding is due to <br />the residents' wishes, and we did it against the recommendation <br />of County staff. This street is on our Thoroughfare Plan and is <br />one of our main E/W roads, and he would be opposed to closing it <br />completely. <br />Commissioner Scurlock believed Commissioner Bird then would <br />be agreeable to referring this to the Transportation Planning <br />Committee to see what we could do. He noted that he did not want <br />to sit here and design a road today. <br />Commissioner Bird reiterated that it would be fine if <br />someone can come up with some reasonable alternatives to make it <br />safer, but he would be opposed to closing it off completely. <br />George Beuttell asked for an opportunity to speak to make <br />his position and that of 100 people in the area clear. He <br />contended that because of the speeders, Rosewood Road is very <br />dangerous, especially for bicycle riders and pedestrians, and he <br />did not believe the closing of the road would impact the County <br />at all because people did not use it when it was unpaved; use of <br />the street has increased markedly since it was paved.
