Loeper �ML- <br />Staff Planner, Long -Range Planning <br />,DATE: July 5, 1989 <br />SUBJECT: BAILEY REQUEST TO REZONE 10 ACRES FROM RFD TO A-1 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at its regular <br />meeting of July 18, 1989. ` <br />DESCRIPTION AND CONDITIONS: <br />This is a request by Ben F. Bailey III to rezone property from <br />RFD, Rural Fringe Development District (1 unit per 2.5 acres) to <br />A-1, Agricultural District (1 unit per 5 acres). The property is <br />located at the northwest corner of 66th Avenue (C.R. 615) and 69th <br />Street (North Winter Beach Road). The applicant intends to <br />develop the property for citrus production. <br />At its regular meeting of June 8, 1989, the Planning and Zoning <br />Commission voted 6-0 to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is vacant and is currently zoned RFD, Rural <br />Fringe Development District. The zoning of surrounding property <br />includes RS -3, Single -Family Residential District (3 units per <br />acre) to the east, A-1, Agricultural District (1 unit per 5 acres) <br />to the west, and the RFD District (1 unit per 2.5 acres) to the <br />north and south. The RFD district generally forms a band between <br />the low density residential zoning east of 66th Avenue and the <br />agricultural zoning to the west. Uses of these surrounding <br />properties include vacant land immediately west, scattered <br />residential to the north and south and citrus groves on the east. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all <br />surrounding property west of 66th Avenue RR -1, Rural Residential <br />(up to 1 unit per 2.5 acres). Property east of 66th Avenue is <br />designated LD -1, Low -Density Residential 1 (up to 3 units per <br />acre). <br />Transportation System <br />The subject parcel has <br />Street, both of which <br />the County Thoroughfare <br />direct access onto 66th Avenue and 69th <br />are designated as minor arterial roads on <br />Plan. <br />W <br />
