"Sonny" Dean, Directojfl� <br />Department of General Serys <br />SUBJ: Indian, River County Jail phane Il <br />Detention Electronics <br />On June 20, 1989, this writer made a recommendation to the <br />Board of County Commissioners to proceed with hiring a <br />detention electronics engineer to design a system that would <br />function properly in the subject facility. This <br />recommendation was based on: <br />1. Present equipment failure to perform as designed. <br />2. Past non-performance by the contractor to make <br />the necessary repairs. <br />3. Recommendation of the architect, W. R. Frizzell. <br />4. County's liability with the equipment as presently <br />installed. <br />This phase of the jail was turned over to the County on <br />January 15, 1988. We had one year warranty on the equipment. <br />The contractor and sub -contractors were notified verbally <br />several times and in writing on May 10, 1988 of problems with <br />equipment failure. <br />At the June 20 meeting Neil Schopke, contractor for Phase II, <br />and a representative from Electronic Control Systems, Inc. <br />request three weeks to install some new panels on the console <br />and make the necessary repairs. The Board authorized this <br />additional time for the contractor. <br />On July 14, 1989 this writer made an inspection of the <br />facility to ascertain the repair of the electronic system. <br />There were thirty-nine (39) items that were not functioning <br />properly. A list of these items were given to Dean and <br />Associates representative on site, who was working on the <br />various systems. Among the problem areas was the F. E.A.R. <br />(Fire Emergency Automated Response) system that controls the <br />sprinkler and smoke exhaust functions within the facility. <br />On Monday, July 17, 1989 this writer made another inspection <br />to ascertain the progress of work on the electronic systems. <br />An inventory indicates that there are still thirty-nine items <br />that do not function properly. Dean and Associates personnel <br />were still on the scene working. <br />It is my opinion that this system will never function as <br />designed without some major designed changes based on the <br />historical record of problems and comments made by various <br />personnel working on the electronics. It is also felt that <br />the County has a tremendous liability with jail staff as well <br />as the inmates of the facility. Without the F. E. A.
