The Commissioners try to do the best we can and try to <br />rely on our various levels of expertise with the consultants we <br />hire, and he agreed with Commissioner Bird that we have been let <br />down to some extent. <br />Chairman Wheeler asked what problem have we had with <br />electronics in Phase 1, and Director Dean advised that Phase I <br />has not been a big problem; it is in Phase II. <br />"The Chairman noted that the previous Commission <br />allowed Schopke to make his recommended change of the <br />engineers and designers of the Phase I electronics to ECSI" <br />Mr. Schopke came before the Board and thanked them for their <br />patience. He stated that he will not speak in defense of ECSI <br />any further other than to say that they are out there and just <br />assured him by telephone that they will be 100% completed this <br />afternoon and 9 new TV monitors would be installed tomorrow. He <br />agreed this all has been very frustrating for everyone. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, to approve staff recommendation <br />to proceed with hiring a detention electronics engineer <br />to design a system that will function as originally <br />intended and then if all the wonderful things promised <br />happen in the meantime, we can abort that action. <br />Commissioner Bird believed it will take some time to do <br />whatever we are going to do to get the new engineer on board. <br />General Services Director Dean noted that we already have a <br />recommendation from Frizzell of an engineering firm, which is the <br />same firm that has designed the electronics in Phase Ill.
