'JUL 18 1989 <br />WHEREAS, manatees are at substantial risk from <br />recreational boat propeller blades; and <br />WHEREAS, the creation of a sanctuary -would allow <br />the imposition of speed restrictions on those portions of <br />the Sebastian River within the manatee sanctuary and thus, <br />afford additional protection to this endangered species, <br />,NOW, THEREFORE, BE IT RESOLVED by the Board of <br />County Commissioners of Indian River County, Florida, as <br />follows: <br />1. The above recitals are ratified and affirmed <br />In their entirety. <br />2. The Board of County Commissioners of Indian <br />River County, Florida supports the use of CARL funds for the <br />purchase of areas of the north and south forks of the <br />Sebastian River and in the vicinity of the C-54 Canal <br />outfall for the purpose of establishing a manatee sanctuary <br />area. <br />The foregoing resolution was offered by <br />Commissioner Scurlock and seconded by Commissioner <br />Bowman and; being put to a vote, the vote was as <br />follows: <br />Chairman Gary C. Wheeler Aye <br />Vice Chairman Carolyn K. Eggert Aye <br />Commissioner Margaret C. Bowman Aye <br />Commissioner Richard N. Bird Aye <br />Commissioner Don C.
